The first point of view is ecological textiles in the true sense, but the current level of science and technology is still difficult to fully realize. The second point of view starts from the actual conditions and development level, and can be achieved only by appropriately modifying and improving the existing technical equipment and production processes.

On January 27, 2000, the State Environmental Protection Administration approved and began implementing the "Eco-textiles" standard. The REACH regulation is the "Registration, evaluation, Authorization and Restriction of Chemicals" regulation. It is the European Union's regulations for the preventive management of all chemicals entering its market. It was formally implemented on June 1, 2007.

The REACH regulation requires that all chemical substances with an annual production or import volume exceeding 1t need to be registered, and chemical substances with an annual production or import volume over 10t should also submit a chemical safety report. Authorizes the production and import of chemical substances that are highly dangerous and cause people's great concern, including CMR (carcinogenic, mutagenic, and biologically toxic substances), PBT (persistent, bioaccumulative, and toxic chemicals), vPvB (High persistence, high bio-enrichment of chemical substances, etc.) If it is considered that the manufacture, release, or use of certain substances or their preparations, products, or products causes risks to human health and the environment cannot be adequately controlled, they will be restricted from producing or importing in the EU.
